Emertia os wont boot if hdmi is not connected to Raspberry pi

I am using the emertia os 11.3.0 on raspberry pi 4 model B
It wont boot up if hdmi is not connected
Anyone have solution to this problem?
I just want to use vnc so the cost of monitor and electricity both will be save

Headless mode is available starting with 11.4.0
Please update to the latest version.
