Is there still no way to fully disable the status and navigation bars?

I am building a kiosk application for a commercial product and I have been trying to find a fully capable Android custom OS that allows for disabling the navigation and status bars completely. I need the user to be fully locked in to the application.

I do not want to move away from Android, because the framework for building touch interfaces is so intuitive, and porting it now would also be a huge pain (if I were to go for QT on embedded Linux or something).
