Setting package permissions fails in Provisioning, Policies and commands

Setting package permissions just does not work, wherever it's used.
Provisioning never completes, Policies fail, Commands fail.
When performed by a Command and you VNC to an affected device, you see a popup "Emteria Hermes keeps stopping".

    Update. I have asked Emteria about this, directly (they just don't seem to look at the forum much) but they have not provided a solution as yet.
