Rpi 3b Bluetooth Unstable or Cant Connect

Running the evaluation before purchase. Have a Rpi 3b v1.2 Bluetooth will turn on. Sometimes it will find the devices I'm trying to connect to, sometimes empty list. When it DOES find devices, I attempt to pair, and receive "Can't Communicate with {DEVICE}" where {DEVICE} is the device name in the list I tried to pair.

Please advise.
