usb tether

I'm wondering if anyone has ever attempted to usb tether using emteria os running on an rpi 3b+? I need to pass the wifi connection through usb tether to another rpi device. When I go into my settings the usb tether option is greyed out and says, "usb not connected" when in fact i do have both pi's connect through usb-a. Does anyone know how to correct this issue? I've been trying to run some commands in adb debugging console but to no avail.
