We have a program that uses the LAN connection from the PI and an android program to connect to a Static IP device. Is there a way that i can set a static ip on the PI using the emulator for anroid? I currently do not see one.

I must admit, I don't fully understand your setup. But you can set up static ip on the Pi through emteria settings > ethernet settings.
If that doesn't help, can you elaborate a little bit more what you are trying to achieve and where the emulator comes into play?
