But why not latest version instead ?

We have several ongoing business projects with Android 9. Last week we started shipping the beta version of Android 9 for RPi 4. Once we have a stable build, we will switch to the latest Android version.

We release a beta version for RPi4 based on Android 11. See our release notes for the newest version and our knowledge base for known issues.
